Updated National RTAP Rural Transportation List


National RTAP updated its Rural Transportation List on its Assisting People with Finding Transportation web page. This list of United States rural transportation providers includes public and private transit services and other transportation options, including volunteer drivers, medical transportation, demand-response transportation, taxi service, etc. It was created to answer rider questions about what transportation options are available in their area. The list is by no means exhaustive, but we will continue to expand it. If you would like your agency listed, please contact us at info@nationalrtap.org.

The 6th National RTAP Technical Assistance Conference will take place in Austin, Texas between December 7-12, 2025, at the Hyatt Regency Austin on 208 Barton Springs Road. We will post more information on our conference web page as it becomes available.


TCRP Project Submitted by National RTAP Seeking Panel Members


National RTAP submitted a Research Needs Statement on Innovative Marketing and Customer Communication Strategies for Rural Transit, that was selected by TCRP as a project for the upcoming year. Panelists are being solicited through January 27, 2025 for this and other TCRP projects.


National RTAP Assisted in Paratransit Fleet Research


TCRP's Paratransit Fleet Configurations focuses on the different ways transit agencies have configured their dedicated paratransit fleets. Case studies include data on vehicles and ridership, eligibility, service models, and how the fleet configurations have changed over time. National RTAP shared the survey for this research with its eNews mailing list and with its social media followers.


State RTAP Newsletters Highlight National RTAP


The Fall 2024 issue of the Florida RTAP Bulletin includes an article about National RTAP Tribal Transit Manager Neil Rodriguez's presentation at the 2024 FPTA/CTD Annual Conference + EXPO that took place in West Palm Beach, FL from September 22-24, 2024, and another article about the use of National RTAP training manuals at the Florida Small and Rural Transit Agency Bus Operator Training Course, which took place in Tampa, FL on September 17, 2024.


The Missouri RTAP 4th Quarter 2024 eNewsletter contains articles about National RTAP's new RideSheet technology tool and updated Transit Manager's Toolkit. There is also a link to a presentation given by Dr. Heath Pickerill, Missouri RTAP Manager, on the new Missouri RTAP data repository.

U.S. DOT and FTA Updates

U.S. DOT's Build America Bureau released a Rural and Tribal Assistance Pilot Program Notice of Funding Opportunity. Funding is available for planning and design activities for developing transportation projects in rural or tribal communities. Grants will support hiring staff or expert firms to provide technical, legal, or financial assistance to advance transportation projects that would be reasonably expected to be eligible for select discretionary grant or credit programs. There is no local match required to participate in this program. Applications will be accepted through April 3, 2025.


Effective January 17, 2025, U.S. DOT is amending its Americans with Disabilities Act regulations to adopt, without modification, the Architectural and Transportation Barriers Compliance Board's Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way (PROWAG) as DOT's regulatory standards for new construction and alterations of transit stops in the public right-of-way.


FTA developed the Transit Resilience Guidebook to support transit agencies and others responsible for operating, funding, or coordinating public transportation in their efforts to anticipate, adapt to, and recover from service disruptions that current and future extreme weather events and other natural hazards can cause.


FTA is proposing a general non-availability Buy America waiver of limited duration for battery electric minibuses that meet certain criteria. Comments must be received by January 6, 2025.


The FTA December 2024 Transit Safety and Oversight Spotlight Newsletter includes information about a new course: PTSCTP Recertification Training. For fiscal year 2025, the Advancing Safety Assurance Through Corrective Actions Plans self-paced eLearning course is the FTA recertification training requirement, available on the Transportation Safety Institute's (TSI) learning management system. FTA also provides a form for Public Transportation Safety Certification Training Program Enrollment.


FTA requests comments through January 29, 2025 as to whether information should still be collected on its Transit COVID–19 Response Program.


A U.S. DOT Final Rule provided the statutorily prescribed 2025 adjustment to civil penalty amounts that may be imposed for violations of certain DOT regulations. Violations can include odometer tampering, knowing falsification of records, commercial driver's license violations, and others.


FTA published 2024 Policy Guidance for the Capital Investment Grants (CIG) program. The document is arranged in chapters that outline the requirements associated with each CIG eligibility -- New Starts, Small Starts, Core Capacity, and Bundles of CIG projects.


U.S. DOT, FTA, FHWA, and FRA request comments through February 18, 2025 on their Section 139 Efficient Environmental Reviews for Project Decisionmaking and One Federal Decision Interim Final Guidance. This Interim Final Guidance explains the environmental review process and best management practices for the surface transportation projects to which the Section 139 environmental review process applies.


The December 2024 FTA Drug & Alcohol Program Newsletter includes information about Management Information System reporting, Evidential Breath Testing maintenance and the 2025 Drug & Alcohol National Conference. 

Webinars and Training

The National Transit Institute (NTI) is offering a free self-paced eLearning course: Environmental and Sustainability Management Systems (ESMS) Introductory Online Course. This course is designed for transit agencies interested in understanding the fundamentals of Environmental and Sustainability Management Systems (ESMS).


FHWA’s new Environmental Justice Analysis Starts in Planning course teaches transportation practitioners to incorporate environmental justice (EJ) principles, conduct EJ analysis, and apply findings in the planning phase of transportation decision-making. 

Publications


Walk21's Integrating Walking + Public Transport policy brief shares guidance on how to integrate these modalities, such as providing infrastructure to protect against adverse weather conditions and coordinating door-to-door trip surveys that map experiences from the traveler’s viewpoint. The brief contains data on the walking component of a public transit journey and external factors that influence how much people are willing to walk.


Community Care Corps provides a Learning Library of Effective Elements. One of the topics is Volunteers, and the library provides guidance on recruitment, training, engagement, retention, matching, management, and support.


FHWA's Environmental Review Toolkit contains guidance on environmental justice, historic preservation, public involvement, Tribal consultation, and other topics. The Toolkit also contains information about applicable federal environmental laws, Executive Orders, regulations, policy, and guidance documents.


AASHTO published two reports on commuting: Machine Learning Approaches for Populations' Hard-to-Capture Commuting Behavior and Change and Variation in Mode Choice. The first report describes the publicly available data on the commuting patterns and habits of working people with disabilities, synthesizes information related to travel and disability, and identifies the next steps for further research. The second one summarizes changes in mode choice to work and travel behavior over several decades.


The GTFS Digest is a resource hosted on Google Groups by MobilityData, with monthly posts providing an overview of developments on GTFS. Community contributions are welcome.

Databases and Tools

DiscoverGov provides a search portal across multiple U.S. Federal Government databases including the Government Printing Office's (GPO) Catalog of U.S. Government Publications and GovInfo. It will retrieve reports, articles, and citations while providing direct links to selected resources and publications available online.


The Bureau of Transportation Statistics (BTS) released Transportation Public Finance Statistics (TPFS) for the first time. TPFS provides information on transportation-related revenue and expenditures for all levels of government and for all modes of transportation. This data program replaced the former Government Transportation Financial Statistics.  BTS also released the 2024 Transportation Statistical Annual Report (TSAR). New data sources include cell phone tracks and other location-based service data. In addition, BTS updated its National Transportation Statistics (NTS). Updated data tables include gasoline hybrid and electric vehicle sales; labor productivity indices, and other data.

Opportunities

The TCRP Project J-07, Synthesis of Information Related to Transit Practices is seeking potential synthesis study topics for the 2025 TCRP Synthesis Program. The deadline for the upcoming submission cycle is Friday, March 28, 2025.


Americorps is accepting applications through April 9, 2025 for FY 2025 AmeriCorps State and National Native Nations Grants. Areas the grants will fund include infrastructure/transportation assistance, renewable energy and energy efficiency, building community resilience, and more.


The Shared-Use Mobility Center (SUMC) is conducting a survey to better understand how its online resources, like the Mobility Learning Center (MLC), and other industry engagement efforts are supporting user needs. 


Mass Transit magazine is holding its annual Mobility Outlook Survey. Responses will be aggregated into the magazine's annual mobility outlook report to provide an overview of trends in budgets, and procurements, as well as the general sentiment about the upcoming year.


The Veterans Affairs Department is seeking grant applications for its Supportive Services for Veteran Families (SSVF) program. Grants are available for private non-profit organizations and consumer cooperatives that coordinate or provide supportive services to very low-income Veteran families who are homeless or at risk of becoming homeless. Grantees are required to have available temporary financial assistance resources that can be paid directly to a third party on behalf of a participant and may be used for transportation or other purposes. Applications must be received by March 3, 2025.


NHTSA's Road to Zero Community Traffic Safety Grants are an annual opportunity to put the Road to Zero pillars into practice by supporting promising projects and programs that can help us achieve our mission of zero traffic fatalities. Applications are due January 17, 2025.


TRB is seeking potential synthesis study topics for the 2025 TCRP Synthesis Program. The deadline for the upcoming submission cycle is Friday, March 28, 2025.

Legislation

H.R. 10545, the American Relief Act, 2025, was signed into law on December 21, 2024. The Act provides fiscal year 2025 appropriations to federal agencies through March 14, 2025, for continuing projects and activities of the federal government.


The U.S. Small Business Administration proposes to revise its Small Business Subcontracting Program regulations. This proposed rule will require prime contractors to notify contracting officers in writing when they fail to make full or timely payments to the subcontractor within 30 days past due. Comments are due February 18, 2025.


NHTSA is establishing Federal Motor Vehicle Safety Standard No. 305a, effective February 18, 2025, which applies to light and heavy vehicles and includes performance requirements for propulsion batteries. NHTSA is also establishing a new regulation, part 561, Documentation for Electric-powered Vehicles, that requires manufacturers to compile risk mitigation documentation and to submit standardized emergency response information to assist first and second responders handling electric vehicles.


Strengthening the CDLIS Act, S. 3475, became law on December 17, 2024. This Act ensures federal funding for the Commercial Driver’s License Information System (CDLIS), the nationwide computer system that ensures commercial drivers have only one license and one complete driver record. 


The U.S. General Services Administration proposes to amend subparts of the Federal Management Regulation about real property disposition to align with the Federal Property and Administrative Services Act's disposition process and to address considerations and decisions needed at each stage of the disposal process. This proposed rule will add definitions, policy, and procedures where there were none previously. Comments are due February 21, 2025.


NHTSA proposed a voluntary national framework for the evaluation and oversight of certain vehicles equipped with automated driving systems. The ADS-equipped Vehicle Safety, Transparency, and Evaluation Program, known as AV STEP, would establish a voluntary review and reporting framework for participating ADS-equipped vehicles. 


President Biden announced a new climate target for the United States: a 61-66 percent reduction in 2035 from 2005 levels in economy-wide net greenhouse gas emissions. This was submitted to the United Nations Climate Change secretariat as its next NDC under the Paris Agreement.


FMCSA denied all petitions for reconsideration to its Federal Motor Vehicle Safety Standard on Lamps, Reflective Devices, and Associated Equipment, and Adaptive Driving Beam Headlamps.


There is an Executive Order that will close all federal government agencies on January 9, 2025 as a mark of respect for James Earl Carter, Jr., the thirty-ninth President of the United States. Former President Carter passed away in December 2024.


The Federal Communications Commission (FCC) seeks comments through February 3, 2025 on whether to amend the accessibility rules for interoperable video conferencing services to include additional performance objectives addressing text-to-speech and speech-to-speech functionality, automatic sign-language interpretation, additional user interface control functions, access to video conferencing for people who are blind or have low vision, and access to video conference for people with cognitive or mobility disabilities.
